We are also grateful to The Scottish Government, Adult Support Unit, for the grant towards providing advocacy support for Adult Survivors of Childhood Abuse. Also, we wish to acknowledge the support and co-operation of colleagues working in the local NHS, Council, Social Work and other local Voluntary organisations, who have enabled so many people to access the independent advocacy services which we provide. Those services are often provided by volunteer advocates, and special acknowledgement and thanks must go to all those who have volunteered with PAS in the period covered by this report. Their commitment, professionalism, tenacity and integrity cannot be acknowledged too highly. It is their contribution which makes advocacy so unique and effective. The commitment and professionalism of those who volunteer as Board Members and involve themselves in the responsibility of governance must equally be acknowledged. We would like to make special mention of Anne Errington, who resigned from the Board during the year, and also Mareth Irvine, who had served as our first chair. Both Anne and Mareth had been involved with PAS for several years. Finally, several volunteers left PAS during the year, many after several years service. Others have been able to move into other opportunities. We particularly remember with fondness Mavis, who passed away early in the year. Paul Thomas. Chair s Report WHERE ARE WE and WHAT FACES US? Where Are We? Well, we are busy. The People s Advocacy Service has developed a range of advocacy services during the past year. As well as our core services of generic adult and mental health advocacy services, we have also begun to develop Advocacy Services for Adult Survivors of Childhood Abuse, and are beginning to develop services for victims of Domestic Violence. These developments illustrate the increased status and relevance of independent advocacy to those at risk of harm. As a Board, we have to acknowledge that these services can at times extend our capacity to its limit, and we will not be taking on any further commitments in the foreseeable future. It is also gratifying that The People s Advocacy service is now recognised locally and nationally as an independent advocacy provider, and we are also now established as part of the local network of voluntary organisations. These achievements are based on the indefatigable work of staff and volunteers in helping and empowering people. What Faces Us? We need to maintain our core services to clients, and ensure that we access regular training to enable us to keep up our quality of service, management and governance. The People s Advocacy Service can be proud of our achievements but should not be complacent. In a short time we will need to tender for a new contract and ensure that we have a Business Plan and objectives which reflect our practice and achievement. This will require commissioning an evaluation and undertaking reviews of our weaknesses from a position of strength. In summary, it has been a privilege to be Chair of the Board for the past year. PAS helps so many people. Thanks are due to so many, as expressed elsewhere in this report. Manager s Report  I was absolutely astounded by the services provided by my advocate. I don t know how he managed to understand what I needed help with because my story was so disjointed. He helped me to stay focused on my main objective as a priority, while also dealing with other tasks in order of importance. He assisted me with an excellent knowledge of how to sort things correctly, positively and quickly and gave me the confidence to achieve the result I deserved . A Satisfied Customer. The above quote summarises the skills required of an advocate, and illustrates the process by which independent advocacy helps and enables people to express themselves, understand their options and focus on their desired outcomes, whatever their capacity. People often come to advocacy confused, feeling helpless and vulnerable and unsure of their rights. It is a privilege to have managed a service which has developed so well over the past year, yet again, and produce outcomes such as the one above. Independent Advocacy is about Safeguarding a person s rights when they are, or feel, vulnerable Listening to a person and ensuring they are listened to Providing information in a way that is accessible to a person so that they can make informed choices Enabling a person to take part in decisions or processes which affect them Standing by a person without conflict of interest. While these core values have remained intact for many years as part of our service, the message they contain to all have been supplemented in the previous year by the publication of two important documents. These are  The Principles and Standards for Independent Advocacy and the  Code of Practice for Independent Advocacy . These documents are published by the Scottish Independent Advocacy Alliance and endorsed by the Scottish Government. Staff and Volunteers from The People s Advocacy Service have played significant roles, over the past year, in the development of these documents and have also contributed to other national working groups fostered by the Alliance. These groups include those focused on Elder Abuse, Complaints, Quality and Non-Instructed Advocacy. These are important interactions because they connect our local organisation to a national community, and have also produced governing documents which apply across the independent advocacy movement in Scotland. This demonstrates how far Independent Advocacy has come in a few years, providing quality benchmarks and standards which increasingly ensure that people such as our satisfied customer quoted at the beginning of this report will know what service to expect, and the advocate will know how to provide it. The need for such standards and principles has increased as independent advocacy is increasingly legislated for. The past few years have seen the inclusion of independent advocacy as a right for people using services in the following legislative documents: The Mental Health (Care & Treatment) (Scotland) Act Additional Support for Learning (Education Act) Vulnerable Witnesses Act Adult Support & Protection Act Getting Our Priorities Right In addition, NHS Scotland has a duty to enable all users to be able to access independent advocacy and referrals are increasingly made where Guardianship matters affect people under the Adults with Incapacity Act. In amongst this standardisation and professionalisation of independent advocacy, the needs of local organisations such as The People s Advocacy Service to remain locally based and oriented, or in the words of previous standards  rooted in the local community and  psychologically and structurally independent remains paramount. Volunteering remains the essence of this independence. Whilst it is increasingly the case that employed staff are required to meet growing legal and formal expectations, often at short notice for Tribunals or Children s Hearings, the role of and the values that volunteers bring to an organisation such as ours create our real value. Of course, many people and professionals in our community provide advocacy for others. Doctors, Nurses, Social Workers, Family Members, Police Officers, Solicitors, Voluntary organisations and many others advocate. The role of independent advocacy comes into its own when another s conflict of interest arrives. Advocacy can conflict with that individual s core role. It has been a privilege to help PAS to develop that independent role. We are proud that we fulfil the criteria of legislation & Principles and Standards, whilst retaining that, at times, tenacious independence which can only arise from community based activism and involvement. The range of experiences, backgrounds and expertise which our volunteer workforce contains ensures independence, and is essential as a counterbalance to a paid, perhaps career based staff team. This mix keeps us rooted in our community. It is a privilege to manage the PAS team. Staff and volunteers are as important as the people who use our service. Many volunteers have moved on in the past year to other opportunities, and providing advocacy forms a vitally important part of people s lives. Collectively, our experience is far greater than the sum of its parts, and it has been particularly gratifying that volunteer advocates have added their expertise to the Board of Directors with no conflict of interest. On following pages, we offer an activity review of the work undertaken by PAS in the 2007-8 year, the first year of a three year contract. We have also entered into other pieces of work during this period, namely Independent Advocacy for Survivors of Childhood Abuse with funds received directly from the Scottish Government, and we have begun arrangements for developing independent advocacy for victims of domestic violence, in partnership with Dumfries and Galloway Council and Police. The following activity report will show that advocates have taken advocacy to care homes and hospital wards on an admirably regular basis, and together with the above developments, we can be confident that we are taking independent advocacy to people who are at their most vulnerable and most at risk of harm. On the up side, the increasing amount of legislation giving people the right to independent advocacy raises the profile of our service, and adds volume and value to the voice of the  service user . On the down side, the increasingly formal role of the advocate may create the impression that we are part of case management, or the professional array of service providers. The challenge, as we see it, is to maintain the vibrant independence which characterises advocacy, and enables people to move their lives forward on their own terms and in ways they can understand.  Thank you for listening and allowing me to clarify what the issues were. I still relive the helplessness I felt at the time when I was unable to get the care needed. The final section of the Activity Report is possibly one of the most important. Volunteer Advocates spend a great deal of time taking advocacy to places where otherwise people would have great trouble accessing it. We refer to these as surgeries, although this activity involves many hours visiting patients at the Dumfries Royal Infirmary, Care homes across Dumfries and Galloway, Mental Health Units and Activity and Resource Centres, among others. This means that PAS Volunteers enable over 4,500 people to access contact with an independent advocate. In many circumstances, such as visits to the acute wards at the Infirmary, any issues which patients may have are dealt with there and then, and resolved. These contacts are not recorded in one to one client data. In other cases, such as visits to Care Homes or ARC s, contact may be ongoing and support work with longer term clients or user groups. I felt as if I was being abused, like I had been before. I always felt very low after seeing this person. The result of this person s attitude and actions were that I could not get on with my life or get access to things which were mine. He described me to others as a person with no capacity to run my life, which is not the case.  My advocate has known me for many years, and helped me to understand my rights. He helped me to stand up to this person. Although I felt scared standing up for myself, I did, and I got exactly what I wanted in the end. My advocate wrote letters to the right people to draw attention to the wrong things that had been done.  Some of those wrongs have now been put right, in my favour. I was very pleased with the result I got, and I am much stronger now as a person and able to get on with my life, leaving things that happened in the past where they belong, in the past!  I think that advocacy is very important because I felt my advocate was very much alongside me and gave me strength to do things for myself. No other service could help me because it was not their role. My advocate was flexible and able to at just for me.  I think PAS is a very good organisation. They helped me with a really difficult situation and through having an advocate who listened to me and helped me to stand up for myself I managed to resolve my problem. I would not have been able to do this on my own. How PAS Helps  I have known my client for many years as her advocate and have got to know her story well. When she came back to our service she was angry because she felt she was being cheated out of what was rightfully hers. Often people get wrongly labelled by services and professionals, and suffer discrimination which keeps them in the wrong  box . This can become very disempowering and depressing for people. My client had often felt this way in the past, but had worked incredibly hard on her issues and always seemed to demonstrate a high level of emotional intelligence and perception. She needed to tell her story, but she never seemed to be listened to, without judgment. Continued overleaf& . & .She just knew that something was wrong, and asked me to accompany her to a meeting with this professional to witness what was said and how she was treated. I was also able to access papers and records on my client s behalf. As we shared this information and our joint witness to what was being said and done, we were able to develop a strategy to achieve her rightful say, some restorative justice and her desired outcomes.  Even as an experienced advocate I found the complexities of the formal complaints processes and the challenges it raised daunting and scary, so I can only imagine how it must have felt for my client. I cannot express how impressed I was on the day that she actually stood up to this person and got the result she had a right to.  As I saw it, that day gave my client control of her life again. We are still in contact and I am proud to say that when we now meet I see the person that I, and she, always knew was there. Helping her, and staying consistent to the principles of advocacy, was a highly significant experience for me, demonstratinf the value of independent advocacy. People have a right to be heard, and to be given the opportunity to break out of the role and identity other place on them. My client has her life back, and has profoundly moved on. This has been due to capable budgeting, more accurate targeting of expenditure and allocation of costs from separate funding streams. The reader will also note that Board expenses, rent costs and room hire costs were considerably reduced. Adult Survivors Looking Forward Margaret was appointed to the post for this project in mid January 2008, and she continued to develop the work already identified by other staff earlier in the year. In the early months of this project and for the purpose of this review 10 clients were referred to this project, 8 women and 2 men. In addition, 4 volunteer advocates became involved directly in the project. Issues requiring advocacy support included Housing, Bereavment, mental health issues, Children s Hearings, Substance Abuse, Communications and some legal issues. Ages of clients are predominantly over 45. Early April 2008 saw the holding of a Conference on the subject, which was attended by over 35 people. From this conference, a group called  Looking Forward developed, comprising Adults affected by Childhood Trauma. This group acts as a steering group for the project and is also assisting in the production of literature, training modules and support. Hugely encouraging and empowering, the Looking Forward Group presents a very positive outlook on these important personal issues, and is committed to combating stigma and misunderstanding.
